SERVICES PROVIDED BY THE ANIMAL SHELTER:

The Collinsville Animal Services Department of the Collinsville Police department is one of the most modern Animal Control agencies in Madison and St. Clair County. The Department's basic mission is to regulate and provide public safety and humane control of domestic animals throughout the city limits of Collinsville, Illinois.

The Warren Billhartz Animal Shelter provides low cost shot and microchip clinics twice a year!

Our vehicle is equipped with individual fresh air circulation vents, and individual transport cages to keep the animals safe and comfortable. Each animal control officer is equipped with a hand-held, extended-range radio to allow them to be in constant communication with the police department, fire department and the shelter base. This contact facilitates the communication of current licensing and vaccination information, the reporting of actual or potential problem situations requesting specialized equipment, such as tranquilizer guns, etc., and the return in the field to owners of their licensed stray pets.

The field and shelter office staffs enforce all state, county and municipal laws regarding the care and control of domestic animals. The animal services division is responsible to:

Shelter stray dogs, cats and other animals, including livestock

Enforce the leash law that forbids dogs and cats from running at large

Provide dead animal removal services

Investigate cases of suspected animal abuse and neglect and the impoundment of animals seized in such cases

Assist local law enforcement agencies in drug raids where animals may be on the property

Impound dangerous or vicious dogs and coordinate hearings on their disposition

Respond to special animal control problems caused by natural disasters, such as fires,
floods and earthquakes

Relocate and return to nature, when possible, wild animals that migrate into living areas of homes. The Department works with the Illinois Department Conservation and the State Department of Agriculture in dealing with illegal possession of wild animals, illegal trapping and poaching

Enforce rabies vaccination requirements of dogs and cats in accordance with Illinois
Department of Health and Safety Codes.

PROGRAMS AND SERVICES THAT ARE UNIQUE TO THE DEPARTMENT:
Full-time, trained, uniformed officers who canvass the area the Department services to control stray and roaming animals, assist injured animals and promote proper pet care guidance

A state-of-the-art computer system that tracks individual problem animals, alerting officers to previous complaints and expediting the direct return of stray animals wearing traceable rabies tags or microchip implants


Rabies vaccination clinics for dogs and cats


A volunteer program that assists in the grooming, socializing and placement of animals and the reunification of lost pets with their owners


Work in conjunction with the non-profit Warren Billhartz Animal Shelter


Special adoption programs to help more shelter pets find new homes

RECENT RESCUE SNAPSHOTS:
EDWARDSVILLE, Ill. (AP) -- A Metro East man is accused of strangling his wife's cat. Madison County prosecutors charged 46-year-old Marc Macios of Collinsville with animal torture and aggravated cruelty to animals. Advertisement Collinsville police Detective Sgt. Rich Wittenauer says Macios told investigators he killed the cat because it had distemper and he was putting it out of its misery. Neighbors called police after the dead cat was found in Macios' front yard. Macios is jailed in Edwardsville in lieu of $5,000 cash bond. >> READ MORE
